Veronica Cretu, President of the Open Government Institute with MA in Contemporary Diplomacy from Mediterranean Academy of Diplomatic Studies of Malta, is an active member of several important national and international committees related to Open Government & Internet Governance. Since April 2013, Veronica is a member of the civil society Steering Committee of the Open Government Partnership (OGP) and is a coordinator of the civil society working group on E-Government/Open Government (part of the Moldova National Participation Council). Veronica is a former member of the Multi-stakeholder Advisory Group (MAG) to the Internet Governance Forum (IGF) and former member of the Nominating Committee (NomCom) of ICANN (Internet Corporation for Assigned Names and Numbering). She is also a former member of the Civil Society Advisory Group on Gender Equality and Women’s Empowerment to UN in Moldova. Veronica worked in a number of countries around the world such as Liberia, Turkey and Nepal as an international expert in critical thinking methodology and addressed the educational sector of those countries.
Veronica brings more than 14 years of work experience in not-for-profit sector, she worked as international consultant/trainer in critical thinking methodology for educational sector (with Open Society Foundations) in countries such as Nepal, Liberia (West Africa), Turkey during 2007-2010. During 2005-2007, Veronica worked with DiploFoundation (Malta) on Internet Governance Capacity Building Program (IGCB). During the past 2 years, Veronica provided capacity building programs, conducted evaluations and initiated partnerships with civil society organizations from Ukraine and Azerbaijan.
Areas of expertise include: Capacity Building (including ToT) for civil society and Government; Policy Development, Organizational development; Community development; Open Government/Open Data/Citizen engagement; ICT4D & Internet Governance.
Nicu Cretu, Organizational Development, Program Director – Nicu brings more than 15 years of work experience in both not-for-profit and business sector. He holds a Postgraduate Diploma in Leadership and Management with the Leeds Metropolitan University, UK and a Bachelor degree in Philosophy, with the State University of Moldova. Nicu worked as an international expert in critical thinking methodology for educational sector (for Open Society Foundations) in countries such as Liberia (West Africa), Mongolia and Nepal during 2007-2010. Nicu brings a rich working experience as Education Programs Director with Moldova Soros Foundation, Pro-Didactica Educational Center, Moldova Medical Foundation and International Development Partnership. Nicu provided consultancy and capacity building programs for private sector organizations from Moldova and Ukraine. He is currently managing Wooden Educational Toys entrepreneurship activity. Mr. Cretu’s current areas of expertise include: Organizational Development, Critical Thinking Theories, Project Management and Project Evaluation, Adult Education (TOT), Communities of Practice, Leadership and community development.
Serghei Lisenco, Expert/Trainer – Serghei is one of the leading trainers in the area of training methodology and training of trainers in Moldova. He brings more than 15 years as a trainer of trainers and worked both with not-for-profit as well as with the business sector. He conducted thousands of training programs for various stakeholder groups: teachers, educators, journalists, local public administration, business community, in Moldova. Mr. Lisenco has been one of the National High School Debate League Leaders. He acted as lead trainer in several capacity building programs at national level. In addition to this, Mr. Lisenco is a NGO leader, and has a good knowledge of organizational development, project management, others.
Ion Burlacu, Financial Manager – Ion brings more than 15 years in financial management including of internationally funded projects/grants. He holds a Bachelors degree in Audit and Accounting from Humanistic University of Moldova, and worked previously with Medical Foundation of Moldova, International Partnership for Development, Innovative Solutions LTD, “Meridian” Association of Free TV Stations. Ion managed grants of up to 1 mln. US Dollars and supervised the work of junior accountants and financial assistants. Ion is very well familiarized with the accounting system of the not-for-profit sector as well as with the business sector.
Maria Roman, Accountant – Maria joined our organization in 2011 and has been actively involved in financial management of the organization ever since. She is a very pedant accountant, being responsible for overall bookkeeping of the organization. Maria holds a Bachelor’s Degree from Academy of Economic Studies of Moldova.
Vitalie Braniste, ICT4D expert/consultant – Vitalie brings a rich experience in ICT4D and provides support to the team on IT solutions for the initiatives and projects of the organization. He is also chief of the ICT Department of the State Medical University “Nicolae Testemiţanu”. His areas of expertise are WEB Expertise, Project Management, Strategic Planning, Software and Database Architecture, PHP, MySQL, etc. His interests include Net Neutrality, personal data protection, others.
Madalina Cretu, program assistant – Madalina is the youngest member of our team. She is a student at Universul High School, but in her afternoon hours she assists the Institute with several logistical and organizational issues. Madalina has been engaged with the Open Government Institute since 2014, she represented the organization during the Global Internet Governance Forum in Istanbul and delivered a speech at the closing ceremony. She is fond of producing hand-made things, and she participates in several exhibitions with her products.
